More than 3,000 passengers who suffered no physical injuries received the offer Friday. It also included a refund on the cruise and the costs of returning home. Those who accept will have to agree to not pursue legal action in the future. They will receive payment within a week.

Injured passengers will be dealt with individually, Reuters reported.

The deal doesn’t apply to hundreds of crew members, many of whom lost their jobs, the Associated Press reported.

Sixteen bodies have been recovered and another 16 people are missing and presumed dead.

Some consumer groups and attorneys have already signed on passengers for legal action.

German attorney Hans Reinhardt is representing 15 Germans who survived the accident and is in talks to represent families who lost loved ones, according to the AP. 

“What they have lost is much more than [$14,500],” Reinhardt told the AP.

He advised his clients to not take the settlement, as did Italian consumer group Codacons.

Codacons is working with two U.S. law firms to launch a class action lawsuit against Costa and Carnival Corp.

Costa representative Robert Corbella said the deal offers passengers a quick and “generous” resititution.

“The big advantage that they have is an immediate response, no legal expenses and they can put this whole thing behind them,” Corbella told the AP.
